With some high layer count pcbs have in excess of 100,000 connectors, of which most are not visible to the naked eye, and wit the fact that only a destructive microsection can really check 1 of these interconnections, i.e. from the plating in the barrel to the innerlayer track, then it makes sense to always Tear drop the pads internally and externally, its free costs nothing, but will improve the robustness and therefore reliability of the pcb.
